This feature is only available on Photographer and Broker Plans:
Once you've created a custom brochure, you can provide access to a list of agents, or you can make available to all of your agents.
Just click the Assign Agents link in the top tool bar:
From there, you can choose to assign to specific agents, or you can make the template available to all agents:
